Risk and opportunity - two "opposites" that often are closely coupled. We see the world as an amalgam of interacting systems of dynamic components nested within upper-order systems while in many cases also engulf sub-systems.
This vision hints that any change, no matter how small may travel through various pathways and reach what has been called "butterfly effect". The opposite may also happen - energy of "big" moves and changes may be absorbed into this complex system of interaction and dissipate.
It is about people and how they interact. Attitudes, beliefs, biases, life experiences - all of these are the bedrock upon which people's behavior rest. It follows, therefore, that we should aim at these factors first in search for solutions.

Two "poles" between which the entire world moves:
Hope and Risk. Two very different approaches that are nevertheless intertwined in ways that don't always seem obvious. The operative dimension requires a two-pronged approach:
1. Public Diplomacy: positive change by promoting opportunity
2. Public Safety: limit negative impact by reducing all-hazrd societal risk.
One can not go without the other. Safety and security are essential for hope and development to flourish. Planners must take this truth into consideration.
